The layout adjustment of primary and middle schools in rural area is a dynamic and long-lasting process. It has obtained the good achievement after recent years’ practice and readjustment, but also caused problems in hilly areas. These problems like adding the distance to school, increasing the fares and accommodation expenses of the students’ families, lacking of necessary facility in boarding schools, and causing insufficient of school buses, may bring about the raising of dropping out.The thesis uses Jintang County—a typical hilly agriculture county as a case study. By summarizing the guiding thoughts and methods, and studying the creative practices, the thesis explores approaches of the layout adjustment of rural primary and middle schools in hilly areas from three aspects: improving scientificity, completing mechanism, providing comprehensive supporting.First, the government should improve scientificity of the layout adjustment of rural primary and middle schools in hilly areas. The government should interprete the policies scientifically for achieving the balance between urban and rural schools; The government should forecast the changing of popularity in a multidisciplinary way and master the regularities in population migration, thus can draw up the plan and carry out the layout adjustment of rural primary and middle schools scientifically, under the construction of urban and rural planning,Second, the government should improve the management and supervision of the layout adjustment of rural primary and middle schools in hilly areas. The government should adhere to principles and construct the supervision mechanism. Through the process of implementation, the government should insist on adapting to the development of newly urbanization and newly rural construction of socialism. The government should try to meet the needs of nearby students, build primary schools in populous villages and communities, set at least one junior high school in every town, and control the scales of schools and the number of students. The government also should build an alternative school before removing one.Last, the government should provide comprehensive supporting to the layout adjustment of rural primary and middle schools in hilly areas. Besides integrating educational resources and inspiring intensive effect, the government should inject more money to education, strengthen the construction of boarding schools and the campus peripheral transportation system, and provide high-quality rural teaching staff and education aid system. The government should make every effort to provide comprehensive supporting to guarantee the educational needs of students from hilly areas and poor families.
