The theory for ideological and political education of Communist Party of China(thereinafter called CPC) is the application and development of Marxist theory forideological and political education in China, the correct theoretical principle andsummary of experience formed from CPC’s over80years’ ideological and politicaleducation process, the crystallization of CPC’s collective wisdom. Those theories andmethods achieved great success in the practises of China’s revolution, constructionand reform and opening-up, and formed lots of radical, instructional and prescriptiveexperiences and methods after ceaseless researches and innovations.Ever since the national college entrance examination system has recovered fromthe end of1970s, Chinese higher education has been developing at extremely speedno matter in quality or quantity. In the latest years, the establishments of privatecolleges and universities (thereinafter called PCU) add new elements to thedevelopment of Chinese higher education. As far as the present development situationof colleges and universities concerned, there exists this or that kind of problems in themanagement system of PCU, and its effectiveness of management system is vital toPCU’s survive and development and deserves social concerns.This essay attempts to probe the theory and methods on how to apply the successof ideological and political education to promote the effectiveness of managementsystem of Chinese PCU, aiming to provide theorical support and practical guidancefor the effectiveness. First of all, the essay elaborates the basic priciples, experiencesand methods of Chinese ideological and political education, providing theoricalsupport for the effectiveness of management system of PCU. Secondly, it investigateson the present development situation and now existing problems of Chinese PCU andanalyses the main advantages and shortcomings of the management system of ChinesePCU, especially points out the causes of existing problems of PCU’s managementsystem. Thirdly, the essay forms measure and evaluating indexes to assess theeffectiveness of management system of PCU during the effectiveness studies. Themeasure indexes includes goals assess, resources assess and comprehensive assess.The evaluating indexes are the efficiency and management ability in running schools.The efficiency in school management can be evaluated from four aspects: assess fromcountry and society, content from teachers and students, both students’ and teachers’ development. The management ability can be assessed from planning ability,structural ability and implementing ability. In the last, it puts forward some policiesand advices of applying the principles and methods of ideological and politicaleducation to improving and perfecting the effectiveness of management system ofChinese PCU on the basis of document analysis and comparative studies anddimensions of government, society and PCU.
