The expansion of colleges and universities has brought about the concerns of many scholars and the public about the quality of education. Will it inevitably be an irreconcilable contradiction with the quality of education? In fact, the quality of education does not depend on the number of college students and the scale of a college or university, and the saying "more is worse" does not make sense as well. There are quite a lot of first-class public research universities among many prestigious universities in the United States, they are large-scale universities with numerous students, and one of the characteristics of these universities is that they are big and comprehensive. There are various elements that determine the educational quality of a college or university. Among which, sound and appropriate student policy is of great importance in insuring students’ learning and the quality of education. This paperwork is outlined by the main idea of admission, campus learning and graduation, thereafter a case study was done on Pennsylvania State University by introducing and analyzing the policies of admission and student aid, academic advising, course learning and student involvement in teaching, accomplishment evaluation and academic integrity, graduation administration and degree conferral exclusively, trying to probe into the quality assurance of education of US public research universities from the perspective of student policy within a university.
