The Research Of The Skill-Based Talented Person Policy Of The Beibu Gulf Economic Regional

Since the Development plan of the GuangXi Beibu Gulf economic regional was promulged by the State Council on January14nd,2008,the economic of Beibu Gulf regional economic developing faster, which is becoming the new pole of economic growth of China. The21st century is the era of knowledge economy, the talented person is becoming one of the most important resources to economy and society development. The competition of today is the competition of talented person.Thus, in this background, the center and local governments have paid more attention on introduction and cultivation of human resource. According to the forecast of the2008-2015talented person plan of Guangxi beibu Gulf, the needing of talented person will up to1,680,000,yet, on account of the factor on economy level and region, the Beibu Gulf economic regional is facing to the shortage of talented person, especially on some main industry, such as the iron and steel industry, the petrochemistry, the port management and so on. The shortage of talented person restricts the developing of the Beibu Gulf economic regional, to solving this problem, the Guangxi government and some department of the Beibu Gulf economic regional have promulgated series human policy of introducing talented person. But, the effect is not obvious.This paper is trying to analyze and investigate the talented person introduction policy, find the problem and deficiency of it, analyze the cause of it deeply. Above all the problems have the direct relation of policy,policy formulation, so I suggested that the government should improve the policy on macrocopical policy, supporting policy, inspirition of talented person, training of talented person, hoping to provide some useful advices on the develop and implement the introduction of personnel policy of Beibu Gulf economic regional.
