A Research On The Development Paradigm Of Human Resources In Guangxi Beibu Gulf Economic Zone

As the first key resources, human resources play a strategic role in the process of economic globalization. Enjoying advantages of geography and strategy, Beibu Gulf Economic Zone is an important gateway and forefront for China opening-up and going towards ASEAN and the world. In order to achieve a leap in development, the fundamental, strategic and decisive role of human resources in economic and social development should be fully displayed to support and serve the opening-up and development of Beibu Gulf Economic Zone.Firstly, this paper demonstrates the importance and significance of human resources development through researches on the concerned theories relating to the human resources. Secondly, according to the analysis on the current situation of the Zone in human resources, the paper points out the advantages, challenges or problems, it also supplys the theory foundation for constructing the human resources'development paradigm of the Zone. Finally, by the connection of the successful experiences from foreign countries and the zone's actual condition, the paper certainly suggests a channel to realize the human resources development in Beibu Gulf Economic Zone.The creative point of the paper is to put forward a proposal of how to make the suitable human resource development paradigm and advise a channel to put the paradigm in practice, by learning successful experiences from developed countries, and by considering the present situation that Beibu Gulf Economic Zone has been planed as the state's development strategy by the central government.
