Guangxi Beibu Gulf Economic Zone as a major channel access to the sea in the southwest region of China, as the connection of the Pearl River Delta, large artery of the Southeast Asian countries, has important strategic position in national development. Beibu Gulf Economic Zone not only as an important part of national development, simultaneously it is also the important symbol of the development of Guangxi district. The development of the Beibu Gulf Economic Zone needs large numbers of talents as power support. Especially with the development of the financial industry was born in the global scope and the spread of the Beibu Gulf Economic Zone to speed up the development of the financial industry, the financial talented person’s demand is gradually strengthening.Based on the human capital theory, regional public management theory and new public management theory, analysis of the current situation in the aspects of regional financial talent development in Guangxi Beibu Gulf Economic Zone, and summarizes the problems, further in-depth analysis of its causes. This paper argues that, Guangxi Beibu Gulf Economic Zone has two aspects in regional government and enterprises in regional financial talent development. At the government level, executive power is too strong, resulting in the area of financial talent regardless of the rational flow and reasonable allocation; between regions within the area of government personnel to vicious competition, resulting in the same financial talent structure; from the enterprise level, the autonomy of enterprise internal lack of regional financial talent development, excessive dependence on government’s lack of introducing talents; development financial personnel of enterprise internal enough resources reserves, unable to achieve the effective development of financial talents; finally, the regional financial talent development lack of social organization and citizen participation.Aiming at the regional financial talent development in Guangxi Beibu Gulf Economic Zone of the problem, and to promote the sustainable development of the Beibu Gulf Economic Zone of Guangxi financial talent development, put forward the following countermeasures. Mainly focus on government and enterprise cooperation perspective, proposes the new strategy to promote:Innovation of government management concept, between the government and between the government and the enterprise talent exchange and talent cooperation consensus; information sharing platform, promote the service information of financial personnel between government and between government and proper flow of talent development; the establishment of cooperative system, innovation the system of cooperation between government and enterprises, improve the enterprise internal financial talent development system; innovation cooperation mechanism, establish and participate in government and enterprise cooperation mechanism based on trust between government and enterprises, and construct the cooperation mechanism; absorb the social forces to participate in, to play the role of social organizations and citizens in the regional financial development of talent.
