Mankind has entered the twenty-first Century, the environment between countryand country has changed greatly. Education, especially in middle school education, asthe link of a primary school education and higher education, which has a responsibilityfor cultivating new talents, has became the most important question in the nationaleducation. As an important part of the management of middle school principals,principal occupation education, knowledge, ability and quality conditions has importantsignificance for improving the management level and promoting the development of theschool.This paper is mainly on the basis of theoretical study, using literature method,comparative method, interviews and other research. Combine with China’s specificsituation about the qualification system. Analysis and study China’s principalqualification cognizance system policy about the evolution and practice exploration.Sum up abroad the qualification system. Find out the qualification system problems inour country. Through drawing lessons from foreign developed country, the qualificationsystem experience to perfect in our country.This paper is divided into seven parts:The first part: The introduction presents the research background, discussing theresearch significance and methods, elaborating the related research status about homeand abroad, defining the qualification, qualification certificate, qualification certificatesystem and secondary school qualification system concept.The second part: It belongs to the basic theory research of the secondary schoolqualification system. It is defined on the human resources management theory and thetheory of institutional analysis.The third part.: It elaborates middle school principal qualification cognizancesystem policy and practice exploration in our country. Policy evolution is mainly aboutsummarize of the Ministry of Education promulgated policies and regulations since thefounding of new China. Practical exploration is mainly from China’s overall as well assome developed areas of the qualification.The fourth part: It summarizes the foreign principal qualification system to the Enlightenment of our country.The fifth part: It discovers middle school principal qualification system problemsin our country.The sixth part: It is through drawing lessons from the qualification systemexperience in foreign developed country to improve China’s principal qualificationsystem.
