With the advent of industry 4.0 and the increasing study demand for people in the modern society,to build a life-long learning society and to set up relations among all levels and kinds of education become a great direction for global education reform.Nowadays,many countries devote to build life-long learning overpasses(i.e.qualification frameworks)which connect different regions or even countries.And in recent years,China also notices the importance of qualification frameworks,beginning to explore qualification frameworks both from the policies and practical action.We have made some achievements in this aspect,but there are still some problems and difficulties needed us to consider and summarize in order to provide relevant suggestion and measures for building qualification frameworks.The first two chapters of this thesis introduce the framework of national qualification,summarize papers related to qualification frameworks both at home and abroad,make the basic concept clear and put forward that the relation between national qualification frameworks and vocational education is the relation between the whole and part which are inseparably interconnected.Choosing Australian qualification framework,European qualification framework and HongKong qualification framework-the best representatives with great influence and mature frameworks,the third chapter compares these frameworks from many angles including management style,content and external support systems,and then summarize their successful experience.The fourth chapter starts from the policies and practice,makes the current construction condition of Chinese qualification frameworks clear,and analyses difficulties in the process of foreign frameworks construction by comparing it with China's own.And the fifth chapter puts forward suggestions for construction mode,framework design and construction emphasis by analyzing above research results and China's national condition.This thesis considers that our national qualification frameworks should be constructed with the mode of evolutional type,and be moved forward gradually from parts to whole with the macro-adjustment of government.The frameworks design should be thought form three aspects including main contents,operation mode and safeguard mechanism.And we should rationally divide grades,set up uniform qualification standards,establish specificmanagement organization,and perfect learning achievement certification and change systems with the orientation of study results.Besides,we also need to build an open and transparent information platform in which learners can easily find useful knowledge,pay attention to the construction of quality guarantee mechanism,legitimize its status and offer more grants to it.What's more,vocational education,as the most special and important part under the national qualification frameworks,plays an essential role in valid operation of national qualification frameworks.The status,popularity rate and degree of attention for vocational education could be improved because national qualification framework can make equivalents come true among all levels and kinds of education.Therefore,vocational education should seize this opportunity to perfect their professional education system,to improve its attraction and to promote its development with a great emphasis on education quality.
