Since the new century, along with multi-cultural concept deeply rooted, with the new basic education curriculum reform continues to evolve, our high school music education gained unprecedented era of opportunity, and gradually entered a new stage of development. Secondary school music education from single to multiple, high school music curriculum reform in the ascendant, the new face of music education in schools is taking shape. However, secondary school music resource development and utilization is not yet mature, secondary music education in the local music resource development and utilization of lagging behind, which greatly hindered the healthy development of music education, music education in secondary schools in the local music resource development and utilization of research has become imminent.This article is based on the domestic and local music resource development and utilization of research-based, learning at home and abroad through outstanding research, and combined with the actual situation in Changzhi City, studied music education in the local music school resource development and utilization. First of all, this meaning of the local music resources, characteristics and classification are discussed, and Changzhi City local music profile and resources were introduced. Secondly, this article from the constructivist learning theory, humanistic theory and exchange theory, three aspects of the local music resource development and utilization of a theoretical argument, and analysis of the various theories on the local music resource development and utilization of specific guidance. Again, this development of music education from the school’s needs and development needs of local music local music, two levels of the need for resource development and utilization are discussed; from the concept of identity, policy basis, theories and principles,resource conditions, the basis of practice,Teacher’s condition, student interest and support music education in secondary schools in eight areas in the local music resource development and utilization of a feasibility study.
