In National Long-term Plan of Educational Reform and Development programs (2010-2020), it points out that the rural teacher is the key to raise the primary and middle schoolteacher’s team overall quality. From2003,the government strengthened the training for rural teacher, lauched related policies and carried out various training programs to promote the developmengt of rural teacher develop which has been proved effective. In the changing role of government political background, penetrating the service-oriented govermengt concept into rural teacher training policy, become a powerful way of rural teacher’s training. This article analyzes and summarizes the2oth century since80the national law of a serier of rural teachers traning policies and projects, take the ZheJiang province rural backbone teacher training projece—"Lead Goose Project " as an example, use service-oriented govermengt concept and policy-making analyse the training policies, summarize the experience of the rural teacher’s training, put forward the rural teachers training policy which is under the service-oriented government concept.The thesis is divided into five parts. The first part introduces the research backgroud and significance, the existing related reacheres and the definition of the related concepts. The second part, analyses the theoretical foundation of service-oriented government, characteristics of service-oriented government, and review our government initiated the service-oriented govermengt concept, point out service-oriented govermengt concept is on the raise in China. The third part, combe the govermment’s policy on rural teacher training,introduces some major rural teacher training programs, analyses thecurrrnt situation of the rural teacher training policy development and the problems of the training programs carried out in actual operation. The fourth part, deedly analyses the ZheJiang province rural backbone teacher training projece—"Lead Goose Project ",use Public policy making theory classifies and analyses involved training program of training policy, and use service-oriented govermengt concept analyses training policy, what content reflect the humanistic, democratic, efficient, cooperative and transparent. The fifth part,according to the shortcomings of the "Lead Goose Project" which are in the implementation, put forward more perfect rural teacher training policy which are permeated with service-oriented govermengt concept.
