At present the education service trade has become a new economic growth point, but showed an extremely unbalanced situation. A few developed countries monopoly international student market. Our country has put the international education as a welfare enterprise for a long time, even a political work. So in the increasing development of education services trade, our country has been living in the trade deficit position. Our international education needs to make necessary changes to obtain long-term development. The change is that the foreign students must as educational consumers, to protect their interests as consumers.The United States, Australia and New Zealand take a variety of measures to protect international student’s rights as a consumer. To each one has his good points. These three countries have their own advantages. This paper mainly uses the comparison research method comparative analysis of protecting international student’s rights as a consumer in the United States, Australia and New Zealand students. Longitudinal analysis the development history of the protecting international student’s rights of the United States, Australia and New Zealand. Horizontal analysis from these three countries is that comparative analysis the protecting of the support conditions, the maintenance agency about interests of international students as consumers. This paper mainly focuses on analyzing these three countries’similarities and differences about protecting of international students as consumers’interests.We need to explore the direction and focus on our country’s foreign students interests reforming.International students as consumers should enjoy the special rights and interests:real enrollment, enrollment patterns, safety school environment, social security, equal access to education, quality education services, right of appeal in these areas. United States for the students major in equal management, does not regard the students as special management..Australia is the earliest and most perfect country uses the legal means to protect international students’rights and interests. New Zealand followed the example of the management of the Australian, trades in international education services has been included in legal management. However, these rules are provided for private education institutions. This is the main features of these three countries for protection of the interests of international student as consumers. In detail, these three countries for students to receive education on the quality, economic benefits, appeal to students studying in their home country to have a satisfactory education consumer experience. Appeal, their have each emphasize particularly on.By a comparative analysis about foreign students’interests as consumers protection of the United States, Australia and New Zealand, hoping to improve the education and management of our foreign students. Protecting students as the consumers’legitimate rights, China can capture greater market share in the international education market.Summed up some experience of China’s development of foreign student education by this study. China’s imperative need is that to change the stereotypes of our international education to promote the development of international education in China. For example, foster the consumption of foreign student education and new ideas, and then take legal measures to improve the quality of education, increase scholarship efforts and so on.
