Since the implementation of the policy of reform and opening up to outside world, Non-governmental higher education in our country has made great progress. Teachers in these institutions are major driving force in advancing non-governmental higher education. At present, there are disparity in salary, welfare and training between governmental university and non-governmental university. And furthermore, the archives’administration is not unified. Private colleges confront with losses of excellent teachers if their rights and interests are not protected fully, which in turn, will discourage development of non-governmental higher education.Educational policy and management bring about insufficient protection of rights and interests. Such as the current law and regulations on equal legal status of these teachers are not specified and not executive fully. And social security system and personnel management system are not comprehensive. Generally, there are prejudice on non-government higher education. Relevant authorities don’t attach importance to the issue, resulting in trade union and worker congress of private college are unable to fulfill their duties. Also teachers of these university don’t have much sense of protecting their rights and interests, consequently they can not achieve it in proper way.To protect their legal rights and interests, efforts should be made on government policy, social support, college regulation and teachers, by studying state and provincial law and regulations, analyzing rationality of teacher’s rights and interests and drawing lessons from oversea private university. Government should advance reform of personnel policy, standardize procedures for the appointment of teachers in private colleges, increase financial support for private universities. Also, private sector should be encouraged to give attention to and supervise the implementation of rights and interests of university teachers, thus to promote the establishment of system of democratic management and supervision on protection of rights and interests, and to enhance teachers’sense and capability of rights and interests.
