The process of the compulsory education’s implementation in rural areas is the process of the state power’s infiltration in the rural society; the state implants the modern educational organization into the traditional rural society with its political power. Therefore, essentially, the rural compulsory education is the national development strategy and the government’s action. It is only with the identity of the farmers, will a national system in which the rural compulsory education system is included be able to exist and keep a sustainable development for a long time. As a result, the relationship between the compulsory education in rural areas and farmers’ political identity being the object to be studied, this paper tries to find out the political significance of the development of rural compulsory education in today’s era and to suggest some ideas and measures to enhance farmers’political identity through the empirical investigation of rural compulsory education status and political identity of the farmers in L City, H Province. After reform and opening, with the rapid development of the entire national economy and society, their corresponding educational aspirations began to born and mature after the resolution of the survival questions of the farmers. The market economy gave birth to the farmers’awareness of their rights and equality and their keen expectations for their equal access to education and the right to development. Party and the government must discover, in an equal and rational view, and then hold and meet the needs and desire of the farmers so as to get their high degree of recognition of the political power in return. In recent years, the implementation of free compulsory education and the great support of the state in rural compulsory education makes for the political communication between officials and the public and the development of the grass-roots democracy as well as the establishment and maintain of the government authority because it has reduced the burden on peasants, enhanced the legitimacy of the government and improved the cultural level of farmers. However, there are still a number of ills in the development of the compulsory education in rural areas:farmers’mistrust and even estrangement to the political system out of disappointment in that the arbitrary charges over the free-charge-policy dispels the authority and effectiveness of national policies; the farmers’sense of’abandonment’at the imbalance in the development of compulsory education between urban and rural areas; the weakened competitiveness of the rural children for the future resulted from the unsatisfactory quality of teachers and education in rural areas. All these existing problems are bound to harm the interests of farmers and undermine their political identity and the solution to them rely on the support of state power. The government should increase the support and tilt the intensity to rural areas in the education policy, improve the quality of compulsory education in rural areas, and promote the balanced development of compulsory education, strengthen the contents of the compulsory education in rural areas and cultivate the national sentiment and national identity of the rural youth in the process of education.
