| Large-scale rural debt covers a wide and large scale; it troubles the economic and social development of rural areas, restricts the increase of income and influences the stability of harmony. Since the rural tax and fee reform in 1998, the Central Committee and State Council attached great importance to solve the debt problems in villages, the idea of governance in rural debt has become clear gradually, so does policies and efforts. In accordance with the central leadership spirit and requirements of the State Council, the State Council Working Group on comprehensive rural reform, the Ministry of Finance, the Ministry of Education for rural compulsory education regard "Spread Nine-year compulsory education" debt as a breakthrough to accumulate experience for debt problems. It's an important work to regard the resolve of compulsory education and "Spread Nine-year compulsory education" Debt as a comprehensive reform in rural areas. It is important to study and lay down relevant policies and measures, to start the experimental work for the deployment of rural compulsory education debt clean-up, for these are all the basis for consolidating the results of the reform of rural taxes and fees, improving the comprehensive rural reform and the construction of a new village.Pingqiao District in Xinyang City, Henan Province, is located in the south of Henan. It is an agricultural-based county-level areas with the backward economy and heavy rural debt, especially the "Spread Nine-year compulsory education" debt in rural areas.Based on the survey of "Spread Nine-year compulsory education" debt situation in 18 townships of Pingqiao District, its problems and status quo, this thesis tries to analyze from a number of reasons of debt formation, seek to explore a way to fully resolve the fundamental debt of "Spread Nine-year compulsory education" , and to provide a useful suggestion for Henan even the whole country to resolve the debt of "Spread Nine-year compulsory education".
