China is a populous country, and rural pastoral areas holds53.4%populations. All these years,"three rural and three pastoral" issue has become a top priority, in the pasture, at this stage it has mainly become these aspects: degraded grassland, the difficulties of livestock increase and slow income growth of herdsman. With the transition of production mode,the changes taken place in grazing systems, environmental degradation and technological advancement, the total current population of pastoral areas has exceeded the carrying capacity of the population, and also exceeded the carrying capacity of the existing grassland. It has increasing impacts on the pastoral economy, social, cultural and environment, and population transfer of pastoral areas become the core issue of the "three pastoral ". Sonid Left Banner is a traditional animal husbandry county, the actuality that large numbers of population lag in the pastoral areas, which not only hinder the improvement of livestock productivity, but also restrict income of the herdsmen. It also affects the pace of ecological environment objectively. Therefore, based on the field visit of local herdsmen and following up survey of transfer herdsmen, the relevant information of population transfer in recent years was collected, the information obtained was summarized and work ideas and measures to speed up the process of population transfer in pastoral areas was concluded,to solve the "three Pastoral" challenges, so as to provide references for population transfer in the pastoral areas.
