The Party Committee has established a strategic target: advance the strategic adjustment of economic structure, expedite the proceedings of industrialization and urbanization of agricultural and animal husbandry. To accomplish this great aim, the essential condition is to have a multi-layered labor force sufficient to meet the needs of economic and social development while in the agricultural and pastoral areas of Inner Mongolia ,the current situation is that the human resources are superior in quantity but inferior in quality. Consequently, a barrier is in the way of accelerating the economic development and modernizing agriculture and animal husbandry. Therefore, it is urgent to develop the human resources in farming and pastoral areas, and at the same time train new qualified farmers and herdsmen. Middle vocational education is the most direct and effective way to develop the human resources in farming and pastoral areas. Moreover, middle vocational education plays a decisive role in the following aspects: in overall carrying out the strategy of building Inner Mongolia with science and education, in improving the labor's quality in the farming and pastoral areas, and in speeding up the course of urbanization, and in the process of transferring the rural surplus labor force.. Adopting the method of systematic analysis, this paper actually analyses human resources in farming and pastoral areas of Inner Mongolia and the present situation together with problems of Middle vocational education. The result shows: Middle vocational education plays an important role in developing human resources in these areas. There are some problems existing in running schools, more prominent ones are: worse conditions, smaller scale, insufficient funds and incomplete system. Employing the theories from Pedagogy, Economics and Sociology, the author concludes the historical experience of developed countries on middle vocational education, and then analyzes the reasons that prevent middle vocational education here from advancing. In the end he puts forward his suggestions on the future target of development and relevant policies.
