Due to the rapid development in today’s society and economy, this creates the material conditions for the competitive sports. The Athletic Strength manifests a country’s comprehensive national strength, which attracts much national concern.China’s use of the nationwide system to do competitive sports during the20years’ efforts, which leads a breakthrough in which the number of medals from zero to the first leap-forward development ranked in the world’s highest levels of the Olympic Games, and scores remarkable achievements. However, as for the projects, the advantage is only focused on projects such as diving, weightlifting, gymnastics, table tennis, which shows the narrow sides of achieving goals, and the lack of advantageous programs, the weakness in athletics, swimming, water and other infrastructure projects and the three ball remains as well. Overall, China’s only in the level of achieving medals as a large country. Throughout the sports power distribution on the projects, the track and field events take up a significant proportion. The2011-2020Olympic Glory Plan made it clear that China is in an important stage of turning from a big sports country to a strong sports country. How to improve the competitive level of our athletic track and field, and their health and overall development of our early realization of the grand goal of the sports power is an important issue which in the imminent need to be resolved.By using the literature, mathematical statistics, comparative analysis and other methods, and regards the China’s administrative divisions as a unit, the7-11Track and Field Competition and the National Youth Track and Field Championships as a basis for horizontal comparison, and combined with vertical comparisons of stages of three stages of athlete medals in the world Championships in Athletics access to project, from the quantitative analysis point of view, to explore regional and non-equilibrium characteristics of China’s athletics track and field, and from geographical, cultural economic, institutional and human resources to analysis the reasons for the differences in development of our athletic track and field, which concludes the reasons following,(1)The athletic track and field of the adult, youth and teenager featuring the characteristics of multi-trend development.According to the medals,the advantage project of them are not the same, and the young are more than adult. China’s young athletes, whether male or female,their competitive strength are higher than adult athletes, the women’s competitive strength are higher than that of men.The scores of the youth show the tendency of "W"; the teenagers,"N"; the adults’,"√",close to that of the teenager. On the project development, teenagers field is better than the track, but adult instead.(2)The development of our country’s competitive track and field projects are in a constantly changing state and the athletics level has the tendency of upward spiral.However,the overall disparity is difficult to improve In men’s event, Guangdong has a leading edge in sprint events, and then comes Shanghai in hurdles and Yunnan in walking events. In women’s event, Liaoning remains advantageous in middle-distance race, and then comes Zhejiang’s combined events. However with the increase of strength in other regions, the regions having long competitive edges present a tendency of decrease in their events’ proportion.(3)There are fewer areas where our country’s athletic track and field projects are in the dominant position, while there are more areas where they are in the lagging position. Besides, each area has its projects in the lagging position. By contrast, Liaoning and Shandong have the most competitive projects while the projects in Hubei, Guizhou, Ningxia and Tibet are all in the lagging position.In our country, the regional distribution of female and male are very different from the whole distribution, as for male,Guizhou, Chongqing, Ningxia, Qinhai and Tibet are all in the lagging position. The female is Guizhou, Chongqing, Ningxia, Qinhai and Tibet.(4)The overall strength of China’s competitive Track and Field is highly correlated with the absolute competitiveness.The athletes in three different ages featuring different regional characteristics on the absolute competitiveness, and have the non-equilibrium trend.The overall strength of Young Shandong and zhejiang is the strongest, adult is shandong and jiangsu, the comprehensive strength of youth sichuan is relatively balanced,but in China all items in the3areas of guizhou, Qinghai and Tibet in three age stage are in the backward areas.On the project development, shandong province gets consistency on its advantage in throwing and jumping and relatively balanced.The projects’ heredity coverage of the men are bigger than those of women, in addition to the brisk walking and all round event,the projects’ development of the men in the three age groups keep basic consistency, as for the woman,only hurdles and the all round event(5) Regional and non-balanced are two complementary features of the track and field athletics. Non-balanced development is the decisive factor to the retinal development, which mainly shows that the competitive power is discordant among different ages, that the development between men and women events is disproportionate and that the event itself develops inharmonious. Regional development is the outward manifestation of non-balanced development, which manifests that the events are relatively concentrated in advantageous region and extensive in under-developed area and what’s more, the distribution of men and women of the three ages differs in different regions. The research also indicates that the regional and non-balanced features of the track and field athletics in our country are mainly affected by some objective factors such as natural resources, districts, local culture, and the speed of economic development, training system and human resource. As time goes on, reginal and non-balanced development is in a trend of dynamic change.
