Quality Education is one of the goals for us to have theimplementation of education reform. In order to effectively promoteEquality Education, on June13th,1999, the state council issuedDecision of the state council of the communist party on deepeningeducation reform to comprehensively promote Quality Education. TheDecision points out to try out national curriculum, place curriculum andschool curriculum and at the same time, the issue of this Decision drivesup the development of school-base curriculum in China. It is a historicalimprovement. In this process, more and more attention has been paidto the development and utilization of local history curriculum resource.Nowadays, the development of school-based curriculum “swings”and the reseach achivement “mashes-up”, but it can not prove thatthe development of school-based curriculum has got a high level. Incontrast, there are a lot of problems behind the development andresearch. For example, people do not understand school-basedcurriculum concept; teachers lack active participation knowledge,necessary team creative consciousness and professional instruction.The main problem is that after the completion of school-basedcurriculum it lacks effective implement measures and evaluation system.Under the influence of “exam-oriented education”, the school willregard the development of school-based curriculum as a kind of honorbut lack effective measures. Especially, students do not have enoughtime to secure the school-based curriculum and it is also impossible totalk about students’ personal development.In order to have a better understanding of development andresach of school-based curriculum and solve the problems that appearduring the development, the author chooses “development ofschool-based curriculum on junior high school history” as a research subject. This study consists of five sections: Section One is theintroduction. Based on the introduction of my study causes, thedemarcation of a couple of vital concepts and the combination ofLiterature Review, my study is started. As for section Two, familiar withthe development and utilization of school-based curriculum resourcesbasis, I strengthen the importance and necessity of school-basedcurriculum resource development. In section Three and Four, I take thedevelopment of school-based curriculum of Zhou Tie middle school forexample and conduct surveys on this specific case to reveal theexisting problems of the development of school-based curriculumimplementation in China at present. Lastly, in order to further perfectschool-based curriculum development and utilization, I come up withsome specific and practical suggestions and ideas and puts forwardsome effective proposals, hoping that it can effectively promote thedevelopment and utilization of school-based curriculum, reallyreflecting the value.This research is based on the development of school-basedcurriculum practice are analyzed and discussed, looking for theuniversal significance of the school-based curriculum developmentmethods, approaches and strategies, hoping to school-basedcurriculum development to provide rational thinking, to provide thereference and guidance.
