The Government Countermeasure Research About The Difficulty Of University Students’ Employment

With the continuous deepgoing of reform and opening up,the issue of university students’employment which experienced from planning allocation to autonomous choice has become an urgent problem that draws the whole society’s attention,The China community party and the Chinese government are also attracting great importance to it. Especially in the these years, while the economic transformation has begun a material stage, the industry structures unceasing upgrades and readjustment of the rural surplus labor’s massive movement, the "two replacement of state-owned enterprises and village and township enterprises and the enlargement of higher institutes all attribute to bringing our country a new peak period of unemployment,The appearance of large scale unemployment group has brought through influences on our country’s social economy and politics.Therefore, to study the present situation of university students employment and the reasons underling it as well as the government response policies undoubtedly has an important theoretical and political meaning in helping university student’s harmonies development,improving higher educational quality, practicing the "develop our country with talented" strategy and promoting the economic society’s balanced development, In the course of preparing and exploring,the present paper’s thought trace is becoming clearer and clearer. This paper will study the problem of university student’s hard employment from four parts, the first part will analyze and introduce the problem.It will provide objective evidences for the later government countermeasures’studying.The second part analyzes the reasons of the government’s related policies on college students’job-finding problems and finds out that the distemperednesses of the economic development,the reform of system as well as the distribution system are the main administrative factors.Subsequently, it also analyzes the effects of the rapid development of universities and expand, and concludes that because of the rapid expand,colleges and universities are blind to setting up majors, which leads to the declining quality of cultivation and makes the supply and demand of college students more contradictive. Further more, the students’conception of employment is also one of the main reasons which cause the hard employment. The third part compares the governmental actions of these developed countries, like America.Germany and Japan and the developing country, India of solving college students’hard employment problems and gives some suggestions to our country,the suggestions are as follows:When dealing with the employment problem, we should remove the unreasonable systems of the labor market and increase the control of college students’ employment in order to balance their directions of employment, we should also encourage them to go to the countryside and the west part to take jobs.The governmental department responsible for college students’hard employment should set up an network which can wholly cover students’information, so as to make the connections between college students and the corporations smooth,as well as give them advices on employment on time.The forth part is based on the analysis of the former three parts and states from five aspects of the government countermeasures on the issues of hard employment of university. Establishing the warning mechanism of university students’employment timely and creatively, in other words, government establishes a specialized college student’s employment statistics department, analyzing the requirement of society job market and students’major, helping students have clear understanding so that they can adjust their career direction timely, as a consequence, promoting the college students employment.
