The development of higher education in modern sense has a history of more than a hundred years in China. In different historical periods, Chinese higher education shows different characters. Born in the semi colonial and semi feudal society, from the very beginning, it not only took the social responsibility to save our nation from subjugation and ensure its survival, but also inherited the hope to achieve the great dream of promoting our science. In reality, in order to improve the quality of higher education and meet the needs of the community, we conducted a wide range of reforms, which had both positive influences and negative effects. As time went by, all these measures led to the structure of higher education in China at the moment. Generally speaking, it is important to aim at enhancing the quality of higher education, however, because of various kinds of reasons, we have gone through a lot of detours. After the reform and opening up, the color of centralization is still relatively strong in the field of higher education. There are problems in many aspects. The autonomy of the university is difficult to implement; the educational resources is uneven; the discipline level is not enough; irrational regional distribution accompanies the development of the Higher Education in China. During this period, the market seems to find solutions for the development of higher education. It not only greatly enhances the supply of higher education resources, but also can enrich the diversification of the main school, to ensure the diversity of the university. In addition, private vocational education can serve as a useful supplement to the academic university for social development. So it provides personnel support for the development of society. In the whole process of the development of our universities, there are adjustment initiatives, but market-oriented thinking in the field of higher education is a "double-edged sword". In addition, coupled with the popularity of China’s compulsory education and the blind expansion of universities, the demand for higher education also expanded, so that the higher education of the layout process seems to rush and lack of coherent."China’s12th five-year plan " has entered the first year, the National Long-term Education Reform and Development Plan (2010-2020) made the requirements of the construction of a modern university system clear. This is a historic opportunity for the development of higher education in China. In face of the problem proposed by Xuesen Qian, how to crack the mystery problem in China’s higher education quality is the key to the reform of higher education in China. The structure of higher education plays a basic, developmental and global role in higher education development process, which is particularly critical. When analyzing the outstanding problems in higher education, such as featureless school building, the autonomy which is difficult to implement, the influence of market-oriented thinking on academic independence, unclear discipline level, undefined orientation of running a school, we can attribute these problems to the following four aspects:traditional concept, financial investment, policy support, assessment and supervision. Regardless of the angle from which to speak, as a quasi-public goods, the development of higher education and government behavior are inseparable. Only clarifying the principles of government action, will it be possible to give a reasonable explanation of the relationship between universities and government. Otherwise, it is unrealistic to talk about the development of higher education.Development always coexists with opportunities and challenges. In order to make the government responsibilities and principles clear, we first start from analyzing the advantages, disadvantages, opportunities and threats of the structure of higher education. This article will be based on the SWOT analysis of the structure of higher education, relevant theory of the new public management, and from the perspective of constructing a service-oriented government, exploring how to set up the platform for university development, make use of the effects brought about by market orientation, play an active role in finance and assessment, construct a rational and highly active structure of high education, in order to find a fundamental solution to the contradictions and problems of the development of higher education in China.
