Research On Government Behavior In Optimization Of Population Spatial Structure In Heilongjiang Province

The report of the 19th National Congress of the CPC pointed out that it is necessary to deepen the reform of the institutional and administrative systems,transform the functions of the government,deepen the simplification of power and decentralization of authority,innovate supervision methods,enhance the credibility and execution of the government,and build a service-oriented government that is satisfactory to the people.Since population is the core of regional development,it is of great significance to study the changes in the spatial structure of population,optimize the population distribution,and promote the sustainable development of resources,environment,ecology,population and society.With the steady progress of family planning work and the effective implementation of the fertility policy,the proportion of population growth in Heilongjiang Province has gradually dropped and the overall quality of the population has been greatly improved.However,on the whole,the population distribution in Heilongjiang Province still has imbalanced and irrational issues.Local governments are the direct leaders,organizers and promoters undertaking this task.The norms of their behavior will directly affect the speed and quality of population structure optimization.This paper starts with the status quo of government behavior in the optimization of population structure in Heilongjiang Province.Based on the theory of contract government,government intervention theory and responsible government,the concept of population spatial structure and government behavior is defined.By using the methods of literature analysis,Comparative analysis of all levels of grassroots government in Heilongjiang Province in the process of population spatial structure optimization process there is no significant role in guiding the population flow,population distribution and supporting policies and regulations imperfect distribution of basic public services urban and rural areas are not balanced,and analyze the reasons for its production.Based on the experience of the governments in the western region of the United States,South Korea,Japan,Seoul,Hubei,Jilin and Liaoning Province in South Korea,based on the actual situation in Heilongjiang Province,we propose to strengthen the regional economic and scientific layout to guide population flow,improve the system of supporting policies and policies and improve the basic public service system Focus on agricultural population,establish incentive and supervision mechanism to improve the government failure to improve the four aspects of countermeasures,in order to achieve the government of Heilongjiang Province in the process of optimizing the population structure of the government in the process of overall improvement.
