University play an irreplaceable role for the country’s economic development and social progress, the emergence and development of Chinese higher education is under the guidance of government, therefor, the government’s behavior choice would necessarily affect the power structure of university. Due to the differences in cultural background and education system, the power structure in various countries has its own characteristics. In Chinese university, political power, administrative authority and academic authority are the most major manifestations of power.Chinese university implement the responsibility system under the leadership of Party Committees, and currently, system protection of the political and administrative power is more stronger than academic power. President in Chinese public universities are appointed by the relevant government departments, the top-down approach principal selection result in principals represented by the executive power system formed a special interest group, but can not well reflect the democratic right of decision-academic staff. In recent years, the contradiction between university expanding and the state education budget supply shortage is increasingly prominent, the limited education funding and academic resources would further intensified the conflict between the different powers of internal university, coupled with the way of higher educational quantitative assessment, which easily lead to the development of scientific research and academic achievement pursue the number of achievement blindly. So since, operation of power within the university there have been some issues can not be ignored. For example, internal governance bureaucratic, political responsibilities are not clear, academic power is inferior to administrative power, democratic decision-making and supervision don’t effectively achieve. For these problems, partly because the influence of ingrained officer’s standard value, moreover, the management system of both inside and outside university is an important cause if these problems arise.Currently, the universities’ power structure has objective existence, whether it is the demand for academic and university development,or the social progress, the effective measures must be taken to solve those problems and enable government actions to achieve positive interaction with the university’s power structure. First of all, the government should transform function, adjust the relationship between university and government, implement the autonomy of the university. Secondly, it is too important to improve the system construction of university management, clear terms of reference of the different powers, and only coordinate the relationship between political power, administrative power and academic power, can further achieve the leadership of the Party Committees, Third, we are confronted with the marginalization of the academic power, so a decentralized model of academic governance by professors should be constructed, if academic power could well guaranteed, it’s possible to promote academic development and create more academic value. Finally,social forces should be integrated to improve the democratic management of university. In this way, it is not only enable the diversification of university’s funding sources, while also strengthen the public supervision for university development.
