The level of people’s health matters the future development of a country and a nation. It’s an important guarantee for realizing socialist modernization and the great rejuvenation of the Chinese nation. It’s also an important sign a country’s comprehensive strength and the degree of social civilization. After the founding of new China, the Party and state leaders have always attached great importance to people’s health, and issued relevant laws and regulations to protect people’s right of fitness. Thanks to the right leadership of the Party and the state and the active participation of the masses, the cause of national fitness has made remarkable achievements. The successful holding of the2008Beijing Olympic Games and the following year’s National Fitness Day put the national fitness activities to a new climax.However, China’s national fitness activities are mostly organized by the government. Fitness activities organized and participated by people themselves are few. The development of the cause of national fitness is over-relied on government’s financial support and executive orders, which is a clearly organized system. It’s not yet to form a self-organizing system with sustainable development impetus. In the view of system science, national fitness system is no doubt a complex giant system, which not only contains many elements, such as the National Fitness manager, social sports instructors, national fitness participants, fitness venues and equipment, etc., but also the complex non-linear relationship between the various elements. The evolution of this giant system relies on some kind of inherent power rather than external force. The evolutionary process shows significant non-linear characteristics. This requires our in-depth research, to explore the relationship between the various elements of the system.By using literature review, interviewing and systemic analysis, based on the concept of sustainable development, this paper points out the problems of the development of national fitness such as the unreasonable structure of sports population, the lack of fitness resources and the unbalanced development between different areas. It deems that the sustainable development of the cause of national fitness must adhere to the principle of fairness, the principles of sustainability, and the principles of communality. Based on the theory of dissipative structure and synergetics of self-organization theory, the paper makes an in-depth analysis of national fitness system. The study shows that the primary condition of the sustainable development for national fitness system is the formation of dissipative structure:a) Remaining open is a prerequisite for the sustainable development of national fitness system; b) Far away from the equilibrium state is a necessary condition for the formation of dissipative structure; c) Non-linear correlation is the internal mechanism of the formation of dissipative structure; d) Fluctuating is the trigger of orderly development of national fitness system. The impetus of the sustainable development of national fitness system is the constant competition and collaboration within the system, including the competition between fitness participants and the competition between sports instructors and fitness participants and the collaboration. The order parameter is a dominant force in the evolution of the national fitness system.The innovation of this paper is to use the basic theory of self-organization to give a new interpretation China’s national fitness system. It points out a dynamic self-organizing system is a must to the sustainable development of the cause of national fitness.
