Along with the private universities, private colleges and public colleges competition intensifies day by day, the private college teachers’ incentive to undertake research, find out suitable for the development of Civilian-run Colleges and universities teachers incentive strategy, to promote China’s private higher education has important practical significance.Based on the theory of responsible government, the hierarchy of needs theory, motivation theory of two factors, the integrated motivation theory as the theoretical basis, to private colleges X College as an example, elaborated a government to private college teachers’ incentive policy to guide teachers in private universities, analyzes the current incentive measure, incentive effect and main problems. At the same time, the private higher education developed by comparing American and Japanese teachers’motivation on the basis of experience, exploration of China’s private university teachers incentive principles, including:people-oriented, fair justice, system combination, and difference of competition, the objectives of consistency, combination of material incentive and spirit incentive, meet real need combined with comprehensive development, operable principle; perfect with spiritual incentive, material incentive, incentive, training and development incentives and government policy as the core of the incentive system, and puts forward the organization guarantee, system guarantee, guarantee, assessment based incentive and guarantee mechanism.
