The private higher education of China has developed from the supplementary education to alternative education, which relieves the situation that the higher education is supported by the government completely, and optimizes the resource distribution at the same time. Guangzhou Zengcheng private higher institutions must build a well-managed and highly motivated teaching team if they want to survive the increasingly fierce competition and continue to develop themselves. This essay focuses on the incentive problem of the teachers in the Zengcheng private higher institutions, trying to find out a suitable incentive mechanism to ensure the sound and stable development of the Zengcheng private higher institutions.The dissertation refers to the teacher incentive at home and abroad as its basis of the responsible government and accountability theory, public goods theory, and governance theory with the western incentive theory. Take the Guangzhou Zengcheng private institutions as an example. The questionnaires and interview survey of the teachers in Zengcheng private higher institutions are adopted to get the newest incentive current situation, and to analyze reasons behind the incentive, It results and problems of the private higher institutions. The essay proposes that we should attach the importance to its particularity, and is built and follow people-oriented and fair competition, co-existence of relative differences, combination of the spiritual and material incentive, and instant incentive and long-term incentive. When building the incentive mechanism, The author views this problem from the perspective of public management subject, and holds the opinion that the government should play the role of macro-controller, separate the support from the management, lead the higher institution to build a incentive system with the spiritual incentive, material incentive,and training and occupation planning incentive as its core, ensure the proper function of the mechanism built for the teachers, and achieve the harmonious co-existence of government and private institutions to push forward the sound development of the Zengcheng private institutions.
