Similarly, the situation facing schools in Hunan Province has undergone tremendous changes, especially primary and middle schools in Hunan Province in recent years has become very high population density communities. Primary and secondary schools has its own characteristics, which should not be neglected in the field of emergency management. Therefore, as the main primary and secondary schools should manage the school management personnel, emergency management should be as routine task, perseverance, education, primary and secondary emergency response capabilities, carry out emergency project design, drill-type operating activities, the primary advocacy education. School administrators from the establishment of contingency plans to respond to emergencies system, enhanced ability to respond to emergencies and improve the emergency control after the ability to begin psychological counseling, training teachers and students on various campus emergency response capacity, thereby reduce the school to respond to emergencies loss of human material and financial resources, students develop self-help capabilities, and better safeguard the normal operation of schools and health development, and create a harmonious, stable and safe campus education environment.
