As the development of human resources introduce to the field of education,that means the management of the concept of teachers has changed from the traditional personnel management to human resources management.Human resources development for teachers put research field expanded to rural primary and middle schools.At the same time,through the situation analysis of teacher resources development in the rural primary and secondary school to identify the constraints and make recommendations,it has strong theoretical significance and practical significance for primary and secondary school teachers in rural human resources development.The article uses the literature method,survey method and excle Data Analysis to investigate rural teachers resources development in primary and secondary school of five areas in Lianyuan County Loudi City.That include five aspects, consisting teachers planning,teacher recruitment, teacher training,teacher evaluation,teacher incentivees. Through questionnaire surveys and discussions,visits and other methods of investigation,found that rural primary and secondary school teachers resources development mainly exist prombles including lack of teachers resources planning,a mere formalism of Recruit teachers,inadequate teacher training funding,Lack of training evaluation,inaccurate of assessment,imperfect teacher incentives and other issues.Existence of the Questions have both institutional and mechanism factors.Therefore,establish a philosophy of teacher-based human resource development in rural primary and secondary school,develop human resources planning of primary and secondary school teachers,break the boundaries and norms of schools to recruit teachers,raise training funds through multi-channel,improve training efficiency,construct the evaluation system for the development of teachers,improve the incentive mechanism are the basic strategies of the problems that exist in human resources development of the current primary and secondary school teachers in rural areas.
