The21th century is the era of knowledge economy. Universities and colleges are the base of cultivating and delivering talents. The qualities of talents are greatly affected by the qualities of higher education, which are directly affected by the qualities of the talents from universities and colleges themselves. The performance appraisals of college teachers have become a crucial topic today. Yet performance appraisals of college teachers in China are not satisfying and humanistic at all. We believe it is very important and urgent to shift the present performance appraisal system to a more humanistic one.This article analyzes the performance appraisal methods and practices of both Chinese and foreign countries, expounds the present situation of performance appraisal system of Chinese universities and colleges, and points out certain problems. The article introduces the concept of Humanistic Management, absorbing advanced experience from western countries. By adopting the concept of "People-Oriented-Appraisal", we have brought out new ideas, from the angle of appraisal system reformation. From the successful case of one certain university in Hunan, we can tell that the performance appraisals of college teachers from the angle of humanistic management will promote the all-around development of college teachers, activate their passion for work, and encourage them to achieve communal goals of education.The article consists of five parts. In the introduction, we introduce the background of the problems and discuss the purpose and significance of this study. We also summarize the research and experience both from China and western countries, bringing new ideas and methods for further research. In the second part, we explain the concept of Humanistic Management. We also elaborate other related concepts and principles. In the third part, we analyze the present situation of performance appraisal system in Chinese universities and colleges, and point out certain problems under the background of humanistic management, from the aspects of definition, methods, index and practice of performance appraisal systems. In the fourth part, we introduce the practice of performance appraisal system of the United States and the United Kingdoms, bringing out the concept of "People-Oriented-Appraisal". In the last part of the article, we propose certain guide lines and detailed suggestions for the construction and practice of a new performance appraisal system under the background of humanistic management. We have also proved the feasibility of the new system, from the successful case of people-oriented-appraisal reformation of one certain university in Hunan.
