The purpose of the article is to build a set of performance management system which is able to match the college’s requirements. The new system needs to match the two conditions. The first condition is to combine the higher education concept with the appraisal system of the Shijiazhuang L College. To implement the appraisal system will benefit the teaching practice. The second condition is to put the appraisal system into better practice, to make the teaching management staff more active and to lead the correct direction for them. It would improve the quality of teaching. By widely collecting and searching the documents related to the performance appraisal, and with the more than 10- year working experience, the author of the paper have found out many problems:(1) There is a deviation in dealing with the understanding of the appraisal and the objective is not clear.(2) The design of the Appraisal index is not scientific and is not targeted.(3) Performance appraisal methods are not reasonable and are too simple.(4) The results of the appraisal do not reach the designated position.(5) After the appraisal there are the lack of the response and communication. Based on the appraisal problems which exist in Shijiazhuang L College, the author of the article uses KPI to study on performance appraisal and extract the first grade index and the second grade index. The author uses AHP to design the weight of the appraisal index and finds out that using the quantitative method could solve the subjective and one-sided in the performance appraisal and make the appraisal result more reasonable. The more rich evaluation index system will be formed compared with currently used system. Finally the author gives the concrete measures to the questions related to the results of the appraisal. Some suggestions are given when the problems arise and make the new appraisal system more efficient which could offer some lessons to other vocational colleges.
