With the advancement of higher education in a popular style, institutions of higher learning in China was lost in a certain degree, which biasedly put " the first class" and "the high level" simply being equated with "the first research class" and "high-level scientific research". The teaching university in order to pursuit "the first class" will focus on research work and ignore the teaching work. At the same time, the public begin to pay more and more attentions on the quality of university teaching. Even worse, the public began to blame the university, which makes teaching university difficult as the teaching university bear the primary mission of teaching and training the application-oriented person. The struction of the organization services and influences the strategic objectives. The grass-roots organization plays an important role in achieving the strategic objectives of teaching university. Besides, the teaching and research section is a relatively stable and mature form of grass-roots organizations so it is inevitable to take teaching and research section into account when we examine the grass-roots organizations of the teaching university. The teaching and research section are set in Chinese universities during1950s when china is learning experiences from the Soviet Union. We can say that it has stood the test of history, has the precipitation of the core strength of grass-roots organizations in China’s higher education institutions, and carries great importance to the culture and values of teaching university. However, teaching and research section is facing a crisis of being abolished. Is it the reflect the progress or the proof of lose? How about the teaching and research section nowadays? How to reconstruct the teaching and research section and what theory support this view? This paper is divided into eight parts. The first part is a fundamental part focusing primarily on the research background, research methods and research significance and so on. The second part is a literature review part, through reviewing the articles about the teaching university, the grass-roots organizations and institutions of higher learning institutions and the teaching and research section to lay the basis for argument papers. The third part uses the "metaphysical" approach to interpretate the teaching university, focuseing on the value of implementation mechanism. Part Ⅳ discusses the teaching and research section and teaching university, especially the teaching and research section’s comparative advantage. Part Ⅴ analyses the survival and development situation of teaching and research section by the survey data. Part Ⅵ gives the explaination that how to reconstruct the teaching and research section and proposes the theory of support of reconstruction the teaching and research section. Part Ⅶ describes the specific recommendations of reconstruction the teaching and research section. Part Ⅷ is a summary of this paper.Through the discussion of the eight parts, this paper demonstrates that the teaching and research section is the best grass-roots organization of teaching university, analyzes the survival situation of the teaching and research section in the teaching university, which form contrast of theory and practice. Then this paper clearly points out the view of " To reconstruct the teaching and research section", supplys theoretical basis from the view of history, organization management and education ecology and explains it that " To reconstruct the teaching and research section" mainly refers to the establishment of a new rational functions location, team-based working mode, object-oriented service idea and training model of dual-class,and gives the specific recommendations which is the establishment of hierarchical classification system of higher education system, an extension of teaching university space and the development and improvement of teaching and research section...
