In broad terms, higher education quality assurance system not only including assessment system and authentication system, it also includes high quality teachers, enough money and thorough polity. So the quality of the faculty is the key of the quality of the university education. It is also the basis of high education. But the universities have master faculties, they should also construct well policies to encourage they come into play. DUO, the vice-chancellor of Hong Kong University of science and technology, says:the Educational philosophy of First-class universities in the West is people oriented; they also formulate and carry out detailed and perfect "rules of the game". American University, especially the top universities, basically has a set of strict teacher recruitment standards and procedures. Thus they could recruit excellent teacher who are qualified to teach. At last, it will lay the foundation for quality assurance of education. At the same time, American University established relatively mature teacher management system. It takes the curriculum policy and teaching policies, evaluation policy to guide and standardize the teachers’ behavior. It also takes the teacher development policy to enhance teachers’ ability; the tenure policy and remuneration policy to encourage teacher s’ teaching inputs.In short, the policy of American university could guarantee teachers teaching ability and they want to teach, and then it could ensure the quality of university education.
