The life of a family can be changed because of mastering a kind of professional skill, the children in the remote mountainous areas of Tibetan just enjoy the local extremely limited occupation skill training. Learning skill was restricted seriously by learning environment. So, the studying environment must be promoted to change the life of the children. The Tibetan free occupation education "9+3"is an efficient way which is provided by the government. But as an ancient special national which have strong cultural background and strong religious color, they have unique cultural customs adjust to natural geography environment, and are they willing to go out for another studying environment. What purpose are they have when they come out? Whether the educational goals from the social,family,school are the same as the educational goal from those student? Is there any difference in the studying purpose of different racial original students? This Survey Research is about110students of grade2009in Sichuan Provincial Health School, through close communication with students in about2years and investigation by going to some county towns in A Ba States, I completed the research and analysis.The "9+3" is a new conception. Research related to it is still at the initial stage. On the base of searching the domestic and foreign relevant learning theory and information about the national education, in serious attitude, I take one part of the students as the object of the investigation, and divided the students into tree groups: farming area, half agriculture and half pastoral area, a pasturing area class students according to the social attribute namely such as cultural background, religious belief, natural environment, industrial structure and so on. Using the means of questionnaires, interviews, observation, home visits and so on, we begin the investigation from the aspects of the national education goal, the school education aim, students learning objective, the goal of parents send students to go out for study. Understanding the relationship between learning and purpose in deeply, the research is not only refers to the field of education but also refers to a broader social context to make an overall study. This paper consists of three parts:The first part is an introduction, Mainly refers to the growth background of the students, the challenge of the research, put forward the significance of theory and practice, analysis of the current situation in domestic and abroad; The second part is the survey study of the Sichuan Provincial Health School of108students by analysis in different areas which were divided to several parts according to Geographic, economic and other factors. Besides, I have go to the areas to investigation such as Hong Yuan County, Ruo Er Gai County, Song Pan County, Xiao Jin County, Wen Chuan County and so on. From the social factors of the natural environment, geographical conditions, traffics, religious beliefs, economy and other aspects, analyzing that whether the overall Social factors affects the learning objective, and then analyzing deeply the root from the pedagogy, psychology, philosophy and so on; The third part, Based on the characteristics of education, analyzing the education of this group of students, a reflection of education, by this mean, we hope to achieve the purpose that everyone can understand the Tibetan educational value of the "9+3" free occupation education, and thinking about that what could be do for them by schools? by this research, the author thinks the "9+3" free occupation education is the very important choose which can change the life of the Tibetan children. Students come from different area have different characteristics in the Educational purposes。he government is aim to Improve the Tibetan students’ survival skills, cultural quality, strengthen the sense of gratitude and Maintain social stability.The society is aim to training them to make contributions to their hometown, survival skills, cultural quality, strengthen the sense of gratitude and Maintain social stability. while almost of the parents have similar aims, they hope their children get a good job just as be a civil servant at best in the future. The aim of the schools is promoting cultural exchange and understanding between the Tibetan and Han nationality on the base of studying skills, Focusing on learners’ individual and social dual nature, guiding their behavior ability effectively, playing a social function In the constructionoflearningorganization. Therefore, in the end of this thesis, the author put forward the idea distinctively as follows:The development of national education we should first focus on the national educational needs, national psychology, emotional factors should be considered when the learning environment was changed. The school education must considered the background of culture, society and religious values in the "9+3" free education program. There must be has different and specific characteristics. a sufficiently clear, realistic orientation in Education guideline should be established, Encouraging students to form enough good motivation and optimistic attitude, Helping the students to analyze the essence and law of studying, making them Stick to their dreams and beliefs, Foster the concept of lifelong learning, adapt to the social life, to be a joyful social person and can support themselves.
