The Research On The Urban Community’s Management System Reform Of Chengdu Qing Yang District

Since the1980s the reform and opening up, the reform of economic structure and social management system bring a vast, unprecedented changes to social development of our city. The most important of these changes is by the government and the working units, their turnkey function of social management and social services start to separate and return to society and community, and the urban community becomes the most important social organization gradually. These changes into the city make social management more difficult and complex, and eventually come down to the smallest units of urban society management-the community, the community’s unique status, value and function in the process of modernization are in evidence gradually. In such cases the problem of community management system receives more and more attention from all levels in government organs, experts and scholars. So it is of much practical significance to research and deal with the management system reform problem of urban community. This article aims at further discuss of this problem and to supply relative reference for the solving of this problem. There are five chapters in this article.Chapter one is introduction, it gives a draft summary of the whole article. At the beginning of the chapter one, I introduce the research background and research significance of this article. Then I have a definition for my research range, and make explanation to some relative definition. At last, I summarize the research method and innovation of this article.In chapter two, firstly I introduce the main features of management system of urban community in other nations and then I summarize the advantage experiences of some representative nations, with the analysis of community management system, to find the important revelation on solving the problem of community management system in our nation. In chapter three, it is about the analysis on the status of community management system in our nation. Firstly I introduce the history of urban community’s management system and then describe the exploration in China through several typical patterns. On this basis, I analyze the advantages and disadvantages of several typical patterns.In chapter four, it is about the practice of reform of urban community’s management system of Chengdu Qing Yang District. Firstly I introduce the basic situation and problems arises.And then combined the whole actual situation of urban community’s management system reform of Qing Yang District to analyze its main achievements and problems, but also to propose a solution for the next part provides practical information and situation analysis.In chapter five, with the foundation of advantage experiences and the beneficial exploration in other nations, combined the situations of the social survey, and with the analysis on the problem in the reform process, the relative policies on the reform of urban community’s management system are advanced.
