The paper begins with the analysis to urban community management, and proceeds to discuss the concept of urban community and the significance of strengthening the urban community management. It, then, based on the present situation of urban management in our country, makes a systematic summary of the achievements made and problems present in the urban community management in our country since the reform and opening to the outside world and analyzes the causes of the problems. The paper thinks there have been significant progress in the urban community management in our country since the reform and opening to the outside world, but, due to the impact of the planned economic system, also some defects, such as, urban community management by administrative means, imperfect legal system, weak management and organization capabilities. The defects run counter to the trend of development and transition of the urban society and the requirements of innovation in the community model, and hence reform is a must. The paper, guided by the spirit of the 16th CPC National Congress, makes a proposal for improving the urban community management in our country. The proposal, beginning with a comparison between the development of the urban community management in the advanced western countries and the present situation of the urban community management in our country, analyzes the theoretical basis and motivating factors for the reform in the urban community management in our country, and proceeds to propose a concrete train of thought to improve the urban community management: perfect the community building management and organization system, establish the self rule management network of residents in the community, build learning communities, develop service in the community at all efforts and strengthen the building of cadres in the community so as to establish a new model of scientific and orderly, advanced and highly-effective modern urban community management.
