With the deep reform of the market economy system and promotion of theservice-oriented government’s construction, it is necessary to foster and support thegrowth of the social organizations; in the meantime social autonomy is also a hottopic in daily life. So the government has play a very important role in how totransform the functions, how to exercise their rights,how to allocate public resourcesreasonably, how to protect the public interest and how to maintain social order andstability, only by doing these, we can make positive interaction among differententities, also as we think of how to manage the local society, we should answer theproblems above. Currently community is a basic platform for the Grass-rootsdemocracy and autonomy, the platform can do good to protect the people’s livelihood,coordinate contradictions, respond to interest demands, regulate community autonomyand supervise the social organizations, public interests will be balanced when it isallocated and developed. So to promote the construction of the communitymanagement system is very important for urgent needs.In this paper we explore andresearch mechanisms about the community management and organization, power andresponsibility, legal system, and the management deeply, based on the view of thesocial management and guided by multi-center collaborative governance theory.Linking the theory with practice and learning from the advanced communitymanagement model and experience we explore and dig out the communitymanagement mechanism, in the process we make overall plans and take all factorsinto consideration and implement strategy according to the law.Finally it forms asituation of community’s management, the party committee’s leadership, thegovernment’s responsibility, the social coordination, and the public participation, weshould enhance the collaborative strength of the community street party branch,neighborhood committees, service stations, community property managementcompanies and the resident,in addition a network is built for community management organization service. In a word, we analyze and explore the problem and currentstatus of the Yumei metro community management system of Dongchuan district inKunming, and find the way and strategy to solve all these questions, it will beextended to other specific community management system.This paper is divided into6parts to study the Yumei metro communitymanagement system.The1stchapter is introduction, we give a brief narrative for the paper from thetopic’s background and significance.According to the domestic and foreign researchstatus, and we also present the content and method of the research.The2ndchapter community management system’s concept and multi-centercollaborative governance theory is defined; we describe the related concept andtheory in detail, and find their meeting point.The3rdchapter, we narrate management system in Yumei metro community, andthen investigate people’s status of the community street party branch organization,neighborhood committees, service stations, community property managementcompanies and the resident from the participant’s sex, age, income, profession,andlodging,finally the level and satisfaction of the people participating in communitymanagement reflect the4mechanism’s situation and feature and the4mechanism iscommunity’s organization, power and responsibility, legal system, and managementjob.The4thchapter is the evaluation about system and performance of Yumei metrocommunity. We confirm the achievement of the community management system, atthe same time we list the problem and shortage that we find.The5thchapter, we find the countermeasure to improve the related problem andshortage existing in Yumei metro community management system.Chapter6this the conclusion; we conclude the imperfections and results in thispaper.
