Art education today is recognized as an important cultural and educational component of the human society. Therefore, the art education outside the school for children flourished in the last decades in Chinese society where the children’s education was believed very important. However, the children’s art educational institutions outside schools vary in educational various shapes, forms of teaching, and the teachers. Above all the problems, it is to solve the problem of the art curriculum. This paper selects extracurricular educational institutions under the management of the national educational administrative departments-Children’s Palace, as the inspection object, the cases of children’s art curriculums through30years of the Children’s Palace of Guangzhou City. What the D Children’s Palace of Guangzhou City practiced and researched? How it organized art courses for children? How did the D Children’s Palace curriculums setting develop? The author try to analysis the research process and the effect of the D Children’s Palace on the D Children’s Palace of Fine Arts curriculum for children based on local culture, which attempts to explore for the new curriculums in the future, which may contribute some ideas to the children’s art classes setting of the Children’s PalaceBased on the spirit of the New National Art Curriculums and the current demand towards art courses for children in the Children’s Palace by community, with the use of modern educational science curriculum theory, combined with the engaged in the Children’s Palace Children’s Art Education10years of teaching and management experience, the author try to analyze, sum up and sort out the art curriculum of the Children’s Palace-especially the different stages of the courses setting of the D Children’s Palace in Guangzhou, to conduct a more in-depth analysis, summary, and comb. The study emphasizes on theoretical studies, literature, and empirical research. In order to promote the further research, the author also use the mobility of the combination with the methods of studying cases, literature analysis, survey method (questionnaire, Interview, etc.), observation, experience summing to think of the curriculum setting in the Children Palace.This article subject consists of five sections:Introduction:It is the Description of the research background, theoretical Significance, the value of determining the scope of the study, defining the main concepts, and the current literature. Besides, it is also the field analytical overview of the research ideas and research methods.The second section is combing the children’s art curriculum development context of D Children’s Palace, elaborating and showing the stages of the development of our country-school education and children’s art education, reference D Children’s Palace in Guangzhou City archives, for example, analyzing and combing the development context of the children’s art curriculum of the universal Children’s Palace.The third section is to investigate the children’s art curriculum status of D Children’s Palace. Through the analysis of the two cases of the results of the implementation process of D Children’s Palace on art courses for children based on the local culture, show trends and research results of the Children Palace.The fourth section is investigation and analysis of the demands of the conditions setting made by the children’s art courses of D Children’s Palace, with the survey on students, parents, questionnaires and teacher interviews, analysis. It is summarized the demands of the Fine Arts Curriculum for children of D Children’s Palace. The last section is to point out that the idea of the Children’s Palace Children’s art curriculum. Think about the positioning of children’s art courses from four aspects. They are students, parents, teachers, and children’s art education. In these aspects, try to set the architecture, implementation and evaluation of its value to determine the children’s art curriculum ideas, and build up the system of local culture as the main children’s art programs. The author try to improve the uniqueness, the indigenous children’s art curriculum ideas of Children’s Palace.The proposed children’s art course of Children’s Palace should establish a normalized student guide, social scale. The Children’s Palace is relying on the help of cultural connotation-oriented curriculum, leading teachers with teaching materials as the carrier of children’s art curriculum system.
