In recent years, the research of competency model gradually domain a hot in the field of human resource management. The scholars have made a lot of research about the relationship between competency and working performance and obtained much result. With the performance in the teachers’competence, most research find that level of teacher’s competence has great influence of work performance. The domestic research focuses on a group of university teachers, but lack of teachers of compulsory education stage. So choose teachers of this stage which own characteristics of our national special construction as the research object, construct the competency model, and study its relationship between competency and work performance.Paper mainly discussed from the following five aspectsThe first part is the introduction, mainly including problems, the implications of the research put forward and target and the whole idea, etc; the second part is literature review,articles about the competence and performance is summarized, in order to clear the research status; the third part using the relevant methods and techniques to produce competency model of’rural teaching position’teacher; the fourth part analyzing and discussing the relations between rural teaching position’ teacher’s performance and the competency;the last fifth part summarizes to full text, and speculate the future research direction.First, through the semi-structured interview and questionnaire survey, establish the competency model, it including the teaching competence, the teaching monitoring capability, communication cooperation ability, professional ethics dimensions and professional identities. Based on the data test of exploratory analysis, the teacher competency model is appropriate, and the results show that the model of reliability and validity are acceptable. Secondly, the design and test the three dimensions of teacher performance and its reliability and validity. The data research shows that the work performance scale mainly composed by the task performance, continuous learning performance, and relationship performance, and this scale has high reliability and validity.Then, through the analysis and regression analysis, we discusses the relationship between the teacher competency characteristics and working performance. Results show that teacher’s competence and teaching competence, the teaching monitoring capability, communication cooperation ability, professional ethics dimensions and professional identity are acceptable to predict their overall performance。Finally, on the basis of research achievements, we should construct the teacher recruitment and selection, training and development system and performance management. Base on teacher’s competency model, to guide of practice.
