Human capital plays an important role in the development of a country's economy, especially for China in the period of economic transition.Human capital is the key factor to promote the upgrading of the industrial structure. The key of human capital lies in the quality of population, and the quality of education is the key factor of human capital. At present, the average education level of our labor force is relatively low, especially in rural areas. As an important part of our country's future human capital, there are many factors to affect the quality of the rural students, such as the degree of students' efforts, the economic conditions of the family, the education level of parents, the school environment and the quality of teachers, but teachers are the key factors to improve the quality of students in these parts, especially the relatively backward economic development in the West.In the north area, the parents of education level is low,and there is an important role for teachers in improving students' academic performance. Our country began to implement Teacher Performance Wages since 2009,but what is the current situation of teachers'Performance Wages; What is the attitude of teachers to performance wages as the target of Performance Wages; As measure of the achievement of teachers' teaching results, whether the teachers agree to link their own performance wages to the performance of their students. What is the relationship between students' academic performance and teachers' attitude toward performance pay? These are all related to how to refine the existing teacher performance pay assessment criteria. These problems are not yet known. In order to understand the status of students' academic performance in rural areas and the status of teachers' performance and wages in rural areas, and the relationship between students' academic performance and teachers' attitude to performance and salary, this paper selects Yulin,Shangluo,Shaanxi, and Tianshui,Gansu Province,in Northwest China.Randomly selected 200 rural middle schools in 23 counties in 3 cities, and finally got 12666 samples of junior high school seven students and 276 teachers samples. On the basis of combing the literature of a large number of students' academic performance and teachers' performance salary, this paper selects the international standard mathematical examination questions for the PISA grade seven students as the main index to measure the students' academic performance. It also collected data on students' personal characteristics, school characteristics and teachers'characteristics, and processed data through STATA 14.0 measurement software.Probit regression and OLS regression are used to analyze the correlation between students' academic performance and teachers' attitude toward performance pay.The results show that rural teachers' wage income is still at a low level, while more than half of rural students are below average. In addition, more than 50%of the sample teachers disapprove of the link between merit pay and students' academic performance.Through the correlation analysis of students' academic performance and teachers' attitude to performance salary,it can be found that there is no significant correlation between students' academic performance and teachers'attitude to performance salary. Finally, through the heterogeneity analysis,it is found that there is no significant correlation between the students' academic performance and the teachers' attitude to the performance and salary of different teaching age.The academic performance of the male teachers is s ignificantly higher than that of the teachers who want the performance of the performance of the students, which indicates that the male teachers are more inclined to the students'performance. The proportion of performance and wages is higher.
