Research-oriented university is the important part of the innovational system nationwide. To speed up China’s scientific and technological innovation, and improve the international comprehensive strength, it’s necessary to accelerate the construction of high-level research-oriented universities, especially the group of world-renowned ones. In recent years, some suggestions about accelerating the construction of research-oriented universities have been put forward by the Ministry of Education. However, it cannot be ignored whether the teachers can perceive efficiently and comply with the universities’ overall objectives or not, while the universities are implementing the suggestions. Meanwhile, attention paid to the relation between teacher competence and job performance, another issue should be concerned is whether the policies formulated and implemented by the human resources management in research-oriented universities can be perceived efficiently and given full play by the teachers. Based on this, the paper will chose the teachers in research-oriented universities as the objective of study. And through building the models of teacher competence in research-oriented universities, it will discover the mechanisms of action among teacher competence, the intensity of human resources management, and job performance. Therefore, by means of Literature Research, Behavioral Event Interview, Questionnaire and so on, the paper build a Competency Model, and analyze the data collected later using SPSS 19.0 and AMOS 17.0. And then, it draws following conclusions:First, through item analysis, exploration and confirmatory factor analysis, the model of teacher competence in research-oriented universities consists of four dimensions:basic features, interpersonal features, conceptual features and scientific research internal drives, which all together contain 20 elements of competency.Second, teacher competence in research universities can play a positive role in the teachers’ job performance, task performance and contextual performance at all dimensions. Meanwhile, through stepwise regression analysis, it finds out that the controlled variable positions also have a positive influence on the teachers’ contextual performance.Third, the intensity of human resources management can play a moderating role between the teacher competence in research-oriented universities and job performance, also between the competency of teachers in research universities and task performance and contextual performance. That is to say, the more intense the human resources management, the more positive the teacher competence in research universities is to their job performance.
