In recent years a variety of disasters take place frequently, especially natural disasters. Whether it is from the view of global Scope or only from China, whether the hight of the frequency of natural disasters or the severity of affected degree, they are all shocking. Thereupon, disaster education becoming more and more valued by the community.Disaster education can be divided into two categories, disaster education of adult and disaster education of students. Disaster education of students can be subdivided into each school terms. The article is mainly research on the problems exist in geography disaster education of secondary school, the most serious deficiency among the numerous problems is disaster ethics education.The disaster ethics education is necessary. Firstly, disaster ethics are part of the worldview and values. The level of cognitive development of middle school students is already in the stage of formal operations, observation skills and understanding are comparatively strong, it is in the period of the formation of view of the world and values, so disaster ethics education is essential. Secondly, disaster ethics education has practical significance. How to deal with the ethical relationship of man and nature in the phrase of pre-disaster; During disaster relief, we should save lives or save things, when saving people, who should be saved, save matter which side of the property should be saved, should it be when difficulties arise in one place, aid comes from everywhere and so on; After disaster, whether we need to continue focus on the devastated area, concern about the victims? Many problems, the resolution of the contradictions all need a disaster ethical guidance. Once more, disaster ethics belongs to the scope of ethic ideology, it is instructive to our actions, but because of the suddenness, destruction of the disaster, and other characteristics that make people very easy to feel panic, irrational, act blindly that taking little account into the constraints of ethical, make the disaster ethnics almost fail in a specific disaster response. Therefore, the disaster ethics education in senior high school phase should become an important part of disaster education.Through the analysis of education-related literature in the secondary phases of disaster in recent years, analysis of the eighth new curriculum reform, analysis of junior and senior high school geography textbooks, combined with more than200high school students disaster knowledge questionnaire and analysis of the questionnaire, the author found the problems of senior high school disaster education at this stage. Such as:the knowledge of disaster part receives too much attention, and senior high school textbooks involves a lot of it, teachers also taught a lot of this part and this knowledge is the main emphasis in exams. While skills on disaster prevention and mitigation materiel readiness aspects involved less, and the main focus is in the classroom lectures and demonstrations, student practical exercises is less, and also has other issues. But in many problems, the author found a serious lack of disaster ethics education in the phases of senior high school, whether it is in the new curriculum requirements, in the geographical arrangement of the teaching materials, or the teachers’ classroom lectures, it is rarely involved.On this basis, the author discussed basic disaster ethical principles which high school students should have:harmony of man with nature, life is the first, priority criteria, the principle of respect for citizens right to know, when difficulties arise in one place, aid comes from everywhere principle and the principle of continuing care about the victims and concerning about the disaster area. At the same time, the author put forward the proposal to train high school students to have good disaster ethics:disaster ethics increase in the content of textbooks, the importance of disaster ethics in the community, students, teachers, and emphasis on disaster ethics teaching in schools, rich and Strengthen disaster ethics in the teaching of geography in high school and geography class standard on the teaching of disaster ethics. At the end, the article put forward system and the framework of geography disaster education in senior high school, senior high school disaster education4-dimensional diagram, At the same time, the author believe this is the reason why many problems exist in the stage of senior high school disaster education.
