In the year of2001, the outline of basic education curriculum reform (proposed)issued for enforcement by the Ministry of Education regulates that the course of LifeMorals and Social Morals enforced respectively in lower and higher elementary grades.And the standard on course of Moral Character and Society (experimenntal draft) wasalso issued in2002. Since Sep.2002, the issued course Moral Character and Society hasbecome a new textbook on morals, history, geography and social common senses forelementary pupils from Grades3to6.Over the past10years of enforcement, certain achievements have been made, buta lot of problems are also exposed. Many experts, scholars and teachers have done a lotof research, raised a number of common problems in the implementation ofprogrammes, analysing the causes of problems, responses and suggestions were made.Based on the study results, through questionnaires and interviews, I investigated thecurrent teching reform on the course Moral Character and Society in primary schoolsLizhou District of Guangyuan City. By analysing the investigation and study, and fromthe four aspects of education administration authorities,schools,teachers and pupils,Ianalysed the problems and causes lying in current course of Moral Character andSociety teaching in Lizhou District and made related countermeasures andsuggestions.Moral education in elementary schools plays a basic and important role inpupils’ personal development, requiring education administrationauthorities,schools,teachers and pupils to work together so as to get moral education toreturn to real life, full of charm.
