Compulsory education is the foundation bed of national education, only if the base is strengthened, the whole education system will be strengthened, and also, education business can be in a sustainable and healthy development. Thus promote the compulsory education balanced development is undoubtedly a remarkable thing. Based on the balanced development of the compulsory education, public finance and education fiscal equity theory as the instruction, to manke Lizhou District in Guangyuan city as a case, through the theoretical analysis and empirical test, the empirical research part, the regression results show that the education degree of fiscal decentralization, the burden of local government part accounts for the proportion of financial education funds, educational degree of fiscal decentralization, per capita GDP, per capita fiscal income, college degree or above in the proportion of population, the proportion of urban and rural population, where the people live, their income ratio will affect the government’s compulsory education finance supply ability. The author studies that fiscal imbalance is the most important key factor, which restrict the development of the compulsory education balanced. compulsory education reality is break through the dilemma of non-balanced development, it is because they didn’t find the specific financial constraints and their action principle, found no compulsory education finance should give priority to plan as a whole configuration, practice of compulsory education development as a whole should not be county, also not the central, while it should be the province. To be discussed in this paper, the research hypothesis that fiscal decentralization makes the compulsory education funds mainly composed of local governments to raise its supply, and the regional economic development imbalance, local governments’ willingness to subjective factors such as the regional imbalance of compulsory education investment level. This article through the current situation of compulsory education, on the basis of a systematic and scientific analysis, reveals its finance and transfer payments to fulfill obligations under provincial level, besides the provincial level, other factors such as the fiscal and taxation system how to affect the compulsory education finance balance, so as to find the crux of the problem, to clarify the reason for the deep. To promote compulsory education fiscal balance of our country, there are some suggestions on them. firstly, perfect the relevant legislation and policy, as a first line in the work of the government, should also improve the local legislative work of the two levels of government compulsory education, effective guarantee compulsory education; Secondly, the proposed increase in compulsory education from the overall supply of financial resources, eliminate the urban-rural dual structure, and promote the sustainable development of regional economy coordination, formulate fiscal and balanced unified standard, compulsory education play a central and provincial governments on financial resources regulation role, set up the compulsory education in poor areas depend on fiscal adjustment funds, establish helpful fiscal equalization of transfer payment system and other measures; Again, in addressing poverty area, weak schools, compulsory education financial investment shortage problem on the vulnerable group, and points out that the difference of the fiscal policy should be taken to give key support. Finally, put forward the relevant laws and regulations establishing compulsory education financial equilibrium, supervision mechanism safeguard measures.
