As the top of the national education, graduate education is an important part of higher education, is an important point of integration of science and technology as the primary productive forces and personnel resources, is the main source of high-level innovative talents, is to improve the strong support of the comprehensive national strength and international competitiveness. Improving the quality of graduate education relates to the country with talented people and technology and education implementation of the strategy.Ministry of Education had mentioned in "Suggestions About Further Promoting the Graduate Education Mechanism Reform To Further Improve the Quality of Graduate Education" that to deepen the postgraduate education mechanism reform so that it can be adapted to building an innovative country, strengthening the human resources and meeting the needs a moderately prosperous society.Insist on improving the quality of the core, consistent with and reflect the characteristics and rules of graduate education, started with the basic activities of the graduate education, the supporting role of prominent high-level scientific research personnel training, is to fully stimulate the innovative vitality of the instructors and graduate students. As the basic principle of "perfect system, improve quality, combined with science and education, support innovation and adaptation needs, leading to the future". Accelerate the construction of "Chinese characteristics, a world-class, structural optimization, rational layout" graduate education system.Educational system as one of the basic elements of the school system, has specifications and constraints. As a framework, schooling of the different types of education objectives, contents, specifications, basic requirements, standards is one of the most direct system of rules to respond to the reality of talent needs. Educational system not only directly at the micro level adapts to and affect the physical and mental development of students’individual needs, and at the macro level of education meets the needs of the social system, protects all kinds of personnel and appropriate personnel quality at all levels.Since the founding of China, especially since the reform and opening up, Chinese social, political, economic evolving and construction had met the national needs for different types of high-level talents in different areas, size and types of our graduate students is becoming more diverse. Following this, the academic system of graduate education also took an look of diversity. How to understand and to further rationalize the existing educational system of postgraduate education, had faced an urgent issue of establishing a healthy Chinese graduate education system.This study, through analysing the founding of related policy documents on postgraduate education, examines the course of development of graduate education, for medical education system, academic master’s and doctoral schooling.
