In the course of the world's modernization, upgrading the people's quality of compulsory education as a basic education system has been established. As the Government's arrangements for a system, how to most effectively reflect the Government's political intentions and social benefits is naturally at the top in the Government's consideration, including the choice of entry mode for the system as an important element. From the historical point of view, the development of compulsory education is basically a nearby schooling system, but due to influences of the differences in historical backgrounds, the state system, state form factors, in the implemental process of the nearby schooling system, besides a number of common characteristics, it shows a certain amount of differences as well. Especially in the contemporary society, with the development of socio-economic and the increase of parents' democratic and right awareness, the stability of the initiate significance of the nearby schooling system has been seriously challenged, the phenomena of selecting school began to emerge, and the schools present the diversified, complex features.It is precisely owing to the differences in the process of conducting and the latest development of the nearby schooling system that result in the different understandings of the nearby schooling system in the China's educational field and not standardized way of carrying out the system or even illegal operational phenomenon in the educational practice. This research, firstly, makes a deep analysis of the basis of the value of the nearby schooling, throws light upon the theory through the logical construction of the nearby schooling system and provides the methodological guidance for this issue. Then it analyses the new problems such as choice of enrollment forms at the stage of compulsory education and the enrollment of floating children in the course of developing the nearby schooling system in our country on the base of constructing the logical system of the nearby schooling system in order to provide some new feasible strategies and suggestions for the decision-making personnel. Thus, all above aspects can bring the instrumental value of this research on the level of strategy and practice.Based on the above theoretical ideas, the paper started in the following three parts: the first part is the introduction to the article, introducing the topic backgrounds, the status quo of research, and the meaning of the topic. The second part is the text, including four chapters. The first chapter is on the nearby schooling system, "which actually ran" status, that is "What is the nearby schooling system " on the practice system level ;the second chapter deeply analyses the value basis of the nearby schooling system - the main answer is on the matter of "why" ,that is, why should the principal part of value persists in the nearby schooling system during the compulsory education period , why the system exists and develops in such way , it is the nearby schooling system that logical constructed by rational basis; the third chapter of the nearby schooling system analyses the theoretical model, describing the existence of nearby schooling system in the theoretical form ; the fourth chapter is about the positive corresponding strategy on the nearby schooling system on basis of analyzing the development issue. The third part is the article conclusion, conclude mainly about the logic of the paper, a theoretical construct targets, and the study value.
