China’s years of compulsory education to nine years of basic, universal,mandatory and other characteristics of civic education for everyone, but also reveal allthe details of education. Stage of compulsory education the quality of educationdirectly related to the quality of every citizen, and then reflect and affect the overallquality of a nation.The paper constitutes a fair content of the compulsory education stage of theeducational process, values, theoretical basis, the implementation based on theprinciples, literature, the interview questionnaire and classroom observation,Shijiazhuang City, several primary and secondary schools, such as Normal experimentHigh School Attached to Normal University Experimental Primary School Attached toNormal University High School, nineteen secondary schools conducted a fairinvestigation of the status of the educational process, and analyze its effectivenessand problems, and propose appropriate countermeasures.The thesis is divided into five parts:The first part of the Introduction: issues, research significance, the coredefinition, literature review, and research methods.Part II: the stage of compulsory education education fair values orientation andthe basic content. Value orientation, including: the concern of all students, concernand respect students’ individual differences, promote quality education; the basiccontent of the main four areas: Student Orientation Fair, students participate in theopportunities fair, the fairness of student development opportunities, teachers treatstudents and staff attitude.Part III: the basic principles of the compulsory education stage of the educationalprocess fair. Including the principle of equal treatment and found that the incentiveprinciple, the principle of maximization of the interests of students and needs todiversify to meet the principle.Part IV: Shijiazhuang City, the compulsory education stage of the educationalprocess fair Survey and Analysis. The methods used questionnaire, classroomobservation, interviews, mainly from the micro-level understanding of the actualdevelopment of the educational process is fair situation, the survey around thedominant position of students, the students opportunities to participate, the development of opportunities for students, teachers’ attitudes and teachers confusedfive.Part V: Shijiazhuang City, the compulsory education stage of the educationalprocess is fair and problems and development strategy. The problem set from theconcepts of education, curriculum, educational evaluation, the four teachers wereanalyzed; development strategy is proposed to change the concept of teachereducation to improve teaching and forms of organization, adjustment of theeducational evaluation system to improve the quality of teachers four.
