Urbanization is an important driving force for economic and social development,an important livelihood project,and the only way to achieve socialist modernization in China.China’s urbanization is "people-oriented" urbanization,while the subject of compulsory education is "people".Compulsory education is included in the urbanization,and the two have the same audience groups.Urbanization has the characteristics of urban and rural overall planning,urban and rural integration and harmonious development.Therefore,to accelerate the development of compulsory education,we must adhere to the integration of urban and rural areas,synchronize compulsory education and urbanization,synchronize planning and promotion,optimize resource allocation and organize implementation.In the process of continuous coordinated development,we should break the dual structure of urban and rural areas,promote high-quality and balanced development on the basis of basically balanced compulsory education,and realize the coordination and unification of educational fairness and educational efficiency.Since the Third Plenary Session of the 11 th Central Committee of the Communist Party of China,the Party and the state have attached great importance to education."Revitalizing the country through science and education" has become the basic national policy.The people’s teachers have become part of the Chinese working class by transforming themselves into intellectuals,and have been respected by the whole society."No matter how poor education can’t be poor" has become the consensus of the whole society,and the investment in education is extraordinary.Education,which is in a state of trouble,has been revitalized in an all-round way.But due to historical and realistic reasons,most of the places in our country,as measured by county as the unit,whether it is in the east,middle region,or in the western region and impoverished mountainous area,are hampered in the city and countryside dual structure,the optimized allocation of education resources between urban and rural areas can’t get effective,and the development of compulsory education lag in urbanization construction,schools,teachers and students,teaching problems always stand in front of us,and became the insurmountable task and difficult task.Within the context of the urbanization process,to study explores county in the main path and the objectives of the development of the integration of urban and rural compulsory education,to promote the development of urbanization and education career,a better practice of the country revitalization strategy and strategy relying on science and education,"difference" construction comprehensive victory,realize the basic realization of socialist modernization in 2035 vision has a certain practical significance.In this paper,from the Angle of urbanization process,the comprehensive deepening of urbanization and the county in the understanding of the present situation of the integration of urban and rural compulsory education and research,adopt the method of field visits,empirical research,master the L county to the data integration of urban and rural compulsory education with the working practice,and through to the new theory of urbanization,urban and rural integration theory,new public service theory,education equity theory of profound understanding and the understanding,find out the influence L county in the development of the integration of urban and rural compulsory education problem of commonness and individuality,and based on this,advances a more objective and realistic development path and countermeasures.Through the study,it is found that the main problems of the integration of urban and rural compulsory education in L county are: the integration of urban and rural compulsory education lags behind the urbanization process;The government’s ability to coordinate education development needs to be strengthened.The layout of urban and rural schools needs to be optimized;There are differences in education level between urban and rural areas;Education investment is insufficient,the allocation of quality education resources is unbalanced;The new development stage puts forward higher requirements for teachers’ ability and quality;The application efficiency of education informatization is not high enough and the investment scale of private education is not large enough.The main reasons are: the rapid advancement of urbanization leads to the relatively backward development of urban and rural compulsory education;The current system and management mode make the government’s overall planning and coordination ability weak;The change of urban and rural population leads to the unreasonable school layout;The backward educational concept affects the improvement of urban and rural school-running level;The lack of county-level financial revenue affects the education investment and leads to the imbalance of quality education resources.The lack of the total number of teachers and teacher training does not systematically affect the improvement of teachers’ ability.The main development path is: adhere to the urbanization and urban and rural compulsory education integration linkage development;Insisting on the coordinated development of urban and rural education;Promote the diversified development of urban and rural compulsory education;Promote the sound development of integrated urban and rural compulsory education with information technology.The main countermeasures and suggestions are:adhere to the urban and rural compulsory education priority development;Improve the overall planning and coordination ability of the government to the urban and rural compulsory education;We will increase investment in education,optimize the distribution of urban and rural schools,and promote the rational allocation of quality education resources.Strengthen school construction and management,improve the level of compulsory education;Accelerate the pace of information construction of urban and rural compulsory education;Strengthen the teaching staff and the teaching ability construction;Comprehensive multi-measures to care for vulnerable children groups.
