With the constant industrial restructuring and acceleration of urbanization, anincreasing number of peasants abandoned their land and poured into the city tomake a living. Thus the number and scale of migrant workers are expandingrapidly. According to the National Bureau of Statistics of China’s2011surveyingand monitoring report on the national migrant workers which was publicized inApril,2012, the number has reached to253million and is still showing a tendencyof yearly rising, leading to an over50%urbanization rate. Influenced andconfined by such factors as economical conditions, traditional householdregistration system, the compulsory education problem of migrant workers’children, especially its fairness, is becoming increasingly severe. The problem hasdrawn high concern from government of all levels as well as different circles ofthe society and thus become a public focus.Therefore, it is of great theoretical and practical meaning to explore the causeof the compulsory education unfairness for migrant workers’ children and putforward some counter-measures.Based on its present situation and actual case of Shaoxing City, the presentthesis has analyzed causes of its unfairness and put forward somecounter-measures to solve the problem. According to the author’s analysis, thereare many reasons attributed to the unfairness including the confinement ofeducational systems and social policies, migrant workers’ own economicalcondition and their educational levels, and human factors during the teachingprocess. As a result, to sensibly and effectively solve the problem, we have to set about from the following aspects: firstly, we have to perfect policies andregulations to construct institution guarantee; secondly, we should strengthentraining guide and ensure the economic source, forming three-party educationmode; thirdly, guarantee the interests of teachers, and give more guidance andcare for the children of migrant workers..
