Since reform and opening up, China has gradually established the relatively completesocialist market economy system; stimulated by which, the economy and society in Chinahave displayed unprecedented vigor and vitality. In the planned economy, the original policythat restricts the farmers on the land began to loosen. Meanwhile, against the backdrop of thedevelopment of urbanization and industrialization, substantial labor forces rushed intofactories to manufacture the products to meet the needs of industrial and agriculturalproduction. Under such circumstances, the profession of migrant works emerges as the timerequires. The working environment of migrant works plunges the education of their childreninto an embarrassing situation: though breaking away from the rural compulsory educationsystem, they still find it difficult to integrate into the urban education system as the result ofthe restraints of household registration policy in China. meanwhile, due to the frequentchange and high mobility of the working place of the migrant workers, their children areunable to receive systematic and long-term compulsory education, thus leading to the issuerelated to the lack of educational service and educational fairness.By taking the children of migrant works as the basic research objective, this paperanalyzes the issue pertaining to the fairness of compulsory education in the process ofurbanization. Firstly, it investigates the current status of the compulsory education of migrantworkers and explores the underlying reasons from the four perspectives of policy, society,school and migrant workers. Secondly, it quantitatively analyzes the grey relational degreebetween the urbanization process and the compulsory education level of the children ofmigrant workers by means of grey relational analysis. Thirdly, it also establishes anassessment indicator system of internal fairness of education and provides quantitativeanalysis by means of analytic hierarchy process and fuzzy comprehensive evaluation methodaccording to the collected data. The experimental results show that the internal fairness of thecompulsory education of migrant workers is plagued by serious issues, which deserve theclose attention of the government of all levels. Finally, on the basis of the empiricalconclusions and reason analysis, it puts forward the relevant suggestions that promote the internal fairness of the compulsory education of the migrant workers’ children in urban areas.
