“Twelfth Five-Year Plan” of education requires that we should fully implement qualityeducation, deepen reform, and build healthy school internal management system in this period.The faculty meeting, which is the basic form in school democracy management, plays anirreplaceable role in decision-making for school. Especially with the in-depth of administrateschool by law, faculty meeting plays prominent role in administrating high schools. Therefore,paying attention and studying faculty meeting system has significant realistic meaning forimproving democracy management level of high schools.In recent years, many high schools try a lot of useful institutional innovation in theexploration of faculty meeting system development process. However, with economic andsocial development, the faculty meeting to provide an institutional guarantee for safeguardingthe legitimate rights and interests of our faculty is slightly weak, the reason is that the systemhas many unresolved or have not been uncovered, which seriously affect the function of playof the faculty meeting. Therefore, strengthening the construction of faculty meeting systemhas become an important issue to promote the reform and development, and exploring theproblems of the faculty meeting system and seeking solutions is of great significance.Basing on a large number of theoretical research and analysis, this article proposes theoutstanding problems in the current faculty meeting system, summarizes and analyzes thereasons for these problems, and points out countermeasures for improving faculty meetingsystem from the perspective of leadership thinking, legal system, working mechanism andother aspects.The paper is divided into three parts:In the first part: This part describes the established and the legal origin of faculty meetingsystem, and then illustrates the nature, the status, basic tasks and powers of faculty meeting,including: the faculty meeting as one of the high school four statutory body structures, is animportant part of the high school management system. It is the basic system and modality toexercise their democratic rights, to enforce democratic management and supervisionaccording to law; the faculty meeting has a clear legal status and distinct political status; the basic tasks and authorities of the faculty meeting. At last the article analyzes the necessity andsignificance of the construction of faculty meeting system, including: strengthening facultymeeting system is the objective needs to achieve the high school scientific management, toachieve the democratic management and supervision, to achieve manage school affairsaccording to law; the faculty meeting system is of great significance for the implementation ofthe ownership, for the promotion of institutionalization and standardization of high schooladministration, and for the harmony of interpersonal relationships.In the second part: based on considering different developments of faculty meetingsystem in high schools, the author approaches obvious problems of faculty meeting system,summarizes and analyzes the causes of these problems. There are some problems in thefaculty meeting system, including: the status and role of the faculty meeting system isweakened, the faculty meeting system is defective, the faculty meeting system is lack inlong-term working mechanism. The reasons of the above problems include: people lack ofunderstanding of the status of the faculty meeting, the relationship among the faculty meeting,the party committees in high school and the departments of administration is not clear, thefaculty meeting authorities have not been thoroughly implemented yet, the labor unions didnot change their own functions with the social transformation of, etc.In the third part: The author points out countermeasures for improving faculty meetingsystem, from leadership thinking, legal system, working mechanism and other aspects. Thepart consists of three aspects: first, the correct understanding and positioning the facultymeeting, is to improve school leadership thinking to recognize and enhance awareness ofdemocracy, and enhance staff awareness of democracy and sense of participation, andseriously deal with the relationship between the faculty meeting, party committees andadministrative; second, improving the faculty meeting system building, is to strengthen thefaculty meeting of legal construction to improve the legal system, improve the leveldemocratic system, improve the faculty meeting on behalf of the electoral system, perfectTeacher Soviet proposal system; third, the establishment of long-term working mechanism, isto optimize the organizational structure of the faculty meeting, implement the faculty meetingpowers effectively, strengthen the construction of the trade union mechanism, build a soundscientific evaluation system. In short, basing on the explanation of the basic theory of the faculty meeting, this articleproposes the problems in the faculty meeting system, analyzes the reasons for these problems,and put forward some suggestions to solve the problem on the basis of the actual work.However, these measures to give full play to the role, also depends on the implementation inpractice. The faculty meeting system is a system of universities reform which we must payattention to and research. Because the specialized monograph is not much, I hope this articlecan play a valuable role, so that more scholars in the system can do more in-depth research onthe basis of the concern.
