The aim of this paper is with the competency theory and research methods of human resources management, to build the competency model of head teachers in primary school. We plait questionnaire to verity the validity of the model. The conclusion of this study can used to employ teachers in primary school, performance evaluation, as well as related training of head teachers in primary school; it plays an important role in promoting professionalism of primary school head teachers.In this study, based on the literature review, use of behavioral event interviews, through pre-interviews, formal interviews and open questionnaire to collect the competence factors of primary school head teachers, and with reference to Spencer’s five universal competency model, developed qualified primary school head teachers competency dictionary; then we designed the self-assessment questionnaire of the primary school head teachers’competency which through the primary school head teachers model, through exploratory factor analysis and confirmatory factor analysis and to test its reliability and validity, the effectiveness of this model could be verified. At last we used gender teaching experience、educational level and job title as the indexes, to analysis the competency of primary school head teachers comparatively. The conclusions are as follows:(1)The competency model of head teachers in primary school (CMHTPS) consists of5features:knowledge and skills, personal effectiveness, achievement orientation, organizational management, human relations.(2)Due to inspect and verify the CMHTPS, the researcher made the self-evaluation questionnaire of primary school head teachers’competency. It was developed with firm reliability and validity, to the surveying standards.(3)Compare with Wang Jicheng’s competency model of management personnel which is suitable for China’s general competency model for managers, our competency model of the primary school head teachers has2competencies as the same meaning, these are achievement orientation, organizational management. And2competencies have analogical meaning, these are knowledge and skills, personal effectiveness. Also there is1competence characteristics differently, it is the factor of human relations.(4)Based on the difference comparison of the competency factors of the primary school head teachers who are on the different demographic characters, it is found that the competence of the primary school head teachers has certain effect on:teaching experience、 educational level and job title. There are no significant differences in the competence of the primary school head teachers in gender.
